| Bob waved to after
work traffic on April 28, 2003, in East Agana in support of repealing
the increase in the gross receipts tax. Bill
54, authored by Bob, had a public hearing
on April 23, 2003. Bill 54 proposed to reduce the tax rate from 6%
to 4%. The Legislature, on March 4, voted to do what should have been
done a year ago ... it rolled back the GRT to 4%. Read
