Klitzkie wants to keep power
to change Organic Act local

Senator Bob Klitzkie (R) has introduced legislation that would "patriate"
the Organic Act of Guam. "We would be able to make amendments to
our Organic Act here instead of having to go to Congress every time we
want to change the framework of our local government," he explained
of the bill's intent.
Klitzkie adds that this would be done by passing a resolution through
a two-thirds majority vote of two successive legislatures, and then must
get final approval from voters.
